Send the inmates they contract in from other areas back to their home counties. For example, why do they have Aaron Pope (who was booked on a Racine County Case Number )taking up space in the Walworth County Jail?

What is he doing in the Walworth County Jail? Let him sit in the Racine County Jail, if he's due back in Racine for his preliminary hearing anyway.
Why should a Walworth County Sheriffs Deputy get stuck driving him back and forth? Do they have him sitting in Elkhorn because they're worried about his safety in Racine? As if it matters where they keep him behind bars.
County jail inmates have nothing better to do than read the paper and find out why the people they're temporarily living with are incarcerated. All it's going to take is for one of the guards to yell the name POPE when he has a visitor, gets mail, or recieves commissary.
Is he still getting paid while he sits in jail?

Then she walks on a signature bond? After they turned the kids over to the father? You just know she's right back at home with them kids. As if they're any safer now than they were the day momma left them in a sweltering hot vehicle.
She can't afford her electric bill but she can afford tanning sessions? Somebody should make sure every tanning salon in south eastern Wisconsin and northern Illinois has her name, and a picture if possible, so they can deny her service.
That lazy witch. If she wants a tan so bad, why doesn't she put the kids in a stroller and take them for a walk everyday?
What is she doing even driving? She has a whole bunch of driving after revocation, suspension, and operating without carrying a drivers license convictions. Not to mention her shoplifting history (May not seem related to the issue at hand but it goes to show what kind of person she is. And don't come back with "Oh, mabey she was stealing for her kids". It's called 'If you can't support kids, don't have any')
If it was me that discovered a newborn baby abandoned in a hot car, first I would call 911, then I would remove the child to an air conditioned building, and finally I would slap some sense into the guilty parent. And you just put one jury together that would convict me of any wrong doing for my actions.

How does it work with child support? Does the non-custodial father/mother have to fork the money directly over to the custodial mother/father? Or is there some oversight requiring her or him to provide some proof of exactly where the money is being spent? This question applies only to those actually paying child support, of course...
My siblings and I ammassed a combined total of roughly 65 years "falling through the cracks".
And I can't stand that term "Fell through the cracks". It's like the child support enforcement people have no desire to spend an extra 15 minutes on any one case. Like they have a big rubber stamp that prints "Fell Through The Cracks" in bright red ink for use on any paperwork they're required to tire their lazy little hand putting a signature to.
