On Mukwonago man falls $100,000 behind in child-support payments

Rock County and the rest of Wisconsin has done almost nothing about deadbeat dads who have several children with different mothers and refuse to work, let alone search for work. Why is the Mukwanago man's situation so shocking? It seems to me that laws are rarely enforced unless the father has a job and is willing to work.
