Arrests
-- JEREMY R. FROEBER, 32, and GINA I. KAISER, 28, both of 8129 Highway 14, No. 3, Evansville, at 5:47 p.m. Sept. 14 at home with one count each of child neglect. Froeber also was cited for disorderly conduct. An off-duty Wisconsin State Patrol special agent stopped when he saw traffic backed up on Highway 14 near the couple's home. Rather than a traffic accident, he found a family disturbance on the highway. A passerby had picked up a child that was crawling on the highway. Froeber attacked the officer. Rock County Child Protective Services removed four children from the home.
-- A 29-YEAR-OLD MAN at 6:03 p.m. Sept. 5 at the Janesville Police Department on a charge of second-degree sexual assault of a child.
-- JAMES A. CHIDESTER, 38, of 3315 Highway 51, Janesville, at 7:45 p.m. Wednesday at the Rock County Jail on a warrant accusing him of failing to appear in court on a charge of fifth-offense intoxicated driving.
-- MARCUS L. PRATT, 435 S. Jackson St., Janesville at 11:30 a.m. Thursday, taken in custody at the Janesville Police Department for false imprisonment and battery.
-- CHRISTOPHER J. KLUND, 29, 2407 Linden Ave., Janesville, at 7 p.m. Wednesday, taken into custody at the Janesville Police Department on charges of manufacturing and delivering marijuana and maintaining a drug trafficking place.
Intoxicated driving arrests
-- JASON C. CHANDLER, 35, Chicago, at 11:10 p.m. Saturday at 2803 E. Highway 59 in the town of Milton. Chandler was driving on a gravel driveway when he braked hard, turned the steering wheel and rolled his golf cart.
-- JAMELE S. CREAMER, 25, of 2964 Turbot Drive, Madison, at 3 a.m. Sunday at 7530 N. County M in the town of Union.
-- EMMIT M. GIBBS, 34, Rockford, Ill., at 1:45 a.m. Sept. 14 on Interstate 90/39 at County M in the town of Harmony.
Accidents
-- 7829 S. CREEK ROAD in the town of Turtle at 5:57 p.m. Saturday. Jesse D. Kohn, 25, Kaukauna, was driving north on South Creek Road into a curve. He failed to maintain control of his moped and went off the east side of the road. He crossed a driveway at 7829 S. Creek Road. The moped crashed in the east ditch about 50 feet north of the driveway. Kohn was transported to a local hospital with injuries and ticketed for failure to have control of the vehicle.
Charged
-- NORMA VIERCK, 38, of 485 Chatham St., Janesville, with felony physical child abuse. She is accused of striking a child she knows with a belt on Sept. 14 in Janesville.

-- BURGLARY reported at 10:40 p.m. Sept. 13 in the 700 block of North Main St., Janesville. A beer trailer was broken into causing $200 damage. Nothing was taken.
-- CHASE at 8:57 p.m. Monday, starting on Milton Avenue at Black Bridge Road, Janesville, after officers stopped a motorcyclist for speeding. The motorcyclist fled, and police broke off the chase at Randall and Hawthorne avenues.
-- VEHICLE THEFT at 6:08 a.m. Sept. 13 from a home in the 4600 block of North River Road in the town of Janesville. A 2004 Chevrolet Tahoe valued at $8,000 was reported stolen.
-- THEFT at 3:34 p.m. at apartments at the 600 block of Milwaukee Street, Janesville. A property manager said that someone entered the basement laundry area overnight, pried open a coin-operated laundry machine and stole an undisclosed amount of money inside.
Accidents
-- WEST STATE STREET JUST WEST OF PEARL STREET, JANESVILLE, at 7:15 a.m. Monday. Eric D. Thompson, 17, of 1323 W. State Street, Janesville, was backing his pickup truck out of a driveway. Melvin J. Kehoe, 69, of 1060 Center Ave., Janesville, was walking on the sidewalk with a white cane to indicate he is visually impaired. Kehoe reported running into the side of the truck and then feeling his foot being run over. He was treated and released at Mercy Hospital and Trauma Center, Janesville. Thompson was cited for unsafe backing.
-- COUNTY N AND HIGHWAY 59 in the town of Milton at 2:05 p.m. Monday. Philip R. Holt, 45, of 314 Cherry St., Janesville, was driving west on County N during a sudden, heavy downpour. He failed to negotiate a curve, and his motorcycle ended up in a ditch on the north side of Highway 59. He was transported to a local hospital with injuries, but his condition was not available. He was ticketed for operating after revocation and driving without a license.
