Rock Haven needs more construction cash
JANESVILLE—Once again, Rock County officials will be asked for additional money to finish lingering construction issues at the new Rock Haven Nursing Home.
Rock County Board supervisors will be asked Thursday to approve the transfer of $42,527 from the nursing home's “net assets” account to the construction project.
“This is close to the last or the last request for this project,” said Randy Terronez, assistant to the county administrator.
Residents moved into the building in May, but several issues have to be resolved before the project can be closed out, he said.
The cost of the nursing home project originally was estimated at $31.4 million, including a contingency fund of $1.29 million.
In 2012 and 2013, officials saw several additional requests for money. The most recent request of $42,527 brings that total to $817,412.
Construction change orders, many of them stemming from different interpretations of state fire and construction codes, delayed opening of the facility for more than six months.
The majority of the most recent request, or $33,472, will be used to cover changes demanded by state inspectors.
For example, state inspectors requested that emergency lighting be added to a storage room. Other changes include replacing a door and frame with a fire-rated door and frame and adding more fasteners to various doors.
The remaining money will be used to replace two sets of doors that don't operate as they should.
The money for cost overruns has not come from the tax levy.
Like other county departments, Rock Haven has an annual budget that is approved by the board. If the nursing home has a better year than expected, any additional revenue can be placed in the “net assets” account. The account can be used to cover the costs of items such as new beds or other expenses.
At the end of 2012, the net assets fund stood at $4.73 million, according to Sue Balog, assistant to the county's finance director.
