Arrests

-- STEVEN WILLIAMSON, 35, 6219 S. Highway 51 Lot 1013, Janesville, at 8:02 p.m. Thursday night on charges of strangulation, battery and disorderly conduct after choking and assaulting a 59-year-old female victim.

Intoxicated driving arrests

-- JASON E. STALEY, 35, of 6219 S. Highway 51 Lot 1013, Janesville, Thursday evening at his home. He fled his home intoxicated in his vehicle before returning a short time later. He was ultimately arrested on an intoxicated driving charge.

-- BURGLARY reported at 1:30 p.m. Thursday in the 4400 block of East Hillcrest Drive, Janesville. Someone entered the home between 7:15 a.m. and 1:30 p.m. Thursday and removed items including computers, a watch and cell phone charger, totaling $1,630.?

-- VANDALISM reported at 7:56 a.m. Friday at Wilson Elementary School, 465 Rockport Road, Janesville. The principal reported gang graffiti near a door on the northeast side of the school.

-- BURGLARY reported at 2:53 p.m. Tuesday in the 1600 block of S. Grant Ave., Janesville. An air compressor, weed whacker and bicycle plus baseball card set were stolen from this house that had been foreclosed on.

-- VANDALISM/GRAFFITI reported at 7:12 p.m. Thursday in the 400 block of Black Bridge Road, Janesville.

Charged

-- COLIN A. ROHRER, 17, of 1035 Fourth St., Beloit, charged with theft. Rohrer is accused of removing a hunting rifle Aug. 18 from a home at 1937 Vernon Ave., Beloit, without the owner's consent, according to the criminal complaint.

-- JOSE D. REYES, 35, 622 1/2 Milton Ave., Janesville, charged with third-degree sexual assault and obstructing an officer. Reyes is accused sexually assaulting an 18-year-old male with cognitive difficulties when he was walking home Aug. 18 and lying about his identity to police because he was wanted on three outstanding warrants; one for felony failure to report to jail, according to the criminal complaint.

-- ROSSI DEVAR BRICE JR., 29, 1513 Porter Ave., Beloit, charged with resisting an officer, causing substantial bodily harm to officer. Brice is accused of landing on top of the officer causing him to suffer from a concussion after Brice fled the scene of an Aug. 15 traffic stop at 1127 Harvey St., Beloit. When Brice attempted to climb over a fence and got stuck, the officer grabbed him from behind so he could get him to the ground and handcuff him. That's when Brice fell on the officer and caused the officer to hit his head on the concrete. Another officer had to tase Brice five times before Brice would stop fighting the officer and be allowed to be handcuffed, according to the criminal complaint.

-- KELLY L. BAXTER, 50, 7712 N. Pine View Drive, Edgerton, charged with repeated sexual assault of a child. Baxter is accused of molesting a 13-year-old female since she was 8 and raping her this year. On Aug. 17 a Rock County Sheriff's Office deputy responded to a sexual assault allegation when the victim reported it to an adult who contacted law enforcement, according to the criminal complaint.

-- JEFFERY A. SCOTT, 52, 121 N. Main St., Orfordville, charged in connection with burglary and misdemeanor theft. Scott entered a barn Feb. 1, 2013, and stole copper pipe and steel covers in a milking parlor, according to the criminal complaint.

-- JAMES M. SWENSON, 53, 1716 W. Memorial Drive, Janesville, charged with possession of marijuana, possession of drug paraphernalia, disorderly conduct and domestic abuse, all repeat offenses. Swenson knowingly possessed a controlled substance Aug. 20 after having previously been convicted of a criminal offense relating to controlled substances. He also knowingly possessed drug paraphernalia with intent to use and in a public place engaged in disorderly conduct, causing a disturbance, according to the criminal complaint.

-- WILLIE DEMETRIUS HYLER, 46, 2161 Linway Drive, Beloit, charged with possession of drug paraphernalia and felony bail jumping, both repeat offenses. Hyler on July 27 knowingly possessed drug paraphernalia with intent to use and having been charged with a felony and released from custody intentionally failed to comply with the terms of his bond, according to the criminal complaint.

-- SEAN DION STAFF, 33, 1636 Dewey Ave., Beloit, charged with manufacture/delivery of heroin, maintaining a drug trafficking place and possession of marijuana. On July 11, Staff delivered 3 grams of heroin in the city of Beloit, maintained a dwelling used for delivering controlled substances and knowingly possessed drug paraphernalia with intent to use, according to the criminal complaint.

-- MORGAN P. MORTIMER, 23, 6699 N. County E, Stone Lake, charged Aug. 15 with felony bail jumping. Mortimer was released from custody and intentionally failed to comply with the terms of bond, according to the criminal complaint.
